Raw OLRC USLM XML zips @ release 119-100 (retrieved 2026-07-04 via
Atlas depot), ingested with the standard pipeline: raw snapshot ->
per-section OKF markdown -> manifest + checksums. Title 52 untouched.
LegalText: 171 -> 11,221. Titles 12-54 await a clean OLRC retry.

# 2 U.S.C. § 1861 - Appropriations under control of Architect of the Capitol
## Text
Appropriations under the control of the Architect of the Capitol shall be available for expenses of advertising and personal and other services.

L. 107–217, § 1, Aug. 21, 2002, 116 Stat. 1062. Section consolidates provisions from the Legislative Branch Appropriation Acts for fiscal years 1930 and 1931.
