# 14 U.S.C. § 4901 - Requirement for prior authorization of appropriations
## Text
Amounts may be appropriated to or for the use of the Coast Guard for the following matters only if the amounts have been authorized by law after December 31, 1976:
(1) For the operation and support of the Coast Guard, not otherwise provided for.
(2) For the procurement, construction, renovation, and improvement of aids to navigation, shore facilities, vessels, aircraft, and systems, including equipment related thereto, and for maintenance, rehabilitation, lease, and operation of facilities and equipment.
(3) For research and development.11 So in original. The period probably should not appear. of technologies, materials, and human factors directly related to improving the performance of the Coast Guard.

# 14 U.S.C. § 4903 - Authorization of personnel end strengths
## Text
(a) For each fiscal year, Congress shall authorize the strength for active duty personnel of the Coast Guard as of the end of that fiscal year. Amounts may be appropriated for a fiscal year to or for the use of active duty personnel of the Coast Guard only if the end strength for active duty personnel for that fiscal year has been authorized by law. If at the end of any fiscal year there is in effect a declaration of war or national emergency, the President may defer the effectiveness of any end-strength limitation with respect to that fiscal year prescribed by law for any military or civilian component of the Coast Guard, for a period not to exceed 6 months after the end of the war or termination of the national emergency.
(b) (1) Congress shall authorize the average military training student loads for the Coast Guard for each fiscal year. That authorization is required for student loads for the following individual training categories:
(A) Recruit and specialized training.
(B) Flight training.
(C) Professional training in military and civilian institutions.
(D) Officer acquisition training.
(2) Amounts may be appropriated for a fiscal year for use in training military personnel of the Coast Guard in the categories referred to in paragraph (1) only if the average student loads for the Coast Guard for that fiscal year have been authorized by law.

# 14 U.S.C. § 4904 - Authorized levels of military strength and training
## Text
(a) Active Duty Strength.— The Coast Guard is authorized an end-of-year strength for active duty personnel of 50,000 for fiscal years 2026, and 55,000 for fiscal year 2027.
(b) Military Training Student Loads.— The Coast Guard is authorized average military training student loads as follows:
(1) For recruit and special training, 4,000 student years for each of fiscal years 2026 and 2027.
(2) For flight training, 250 student years for each of fiscal years 2026 and 2027.
(3) For professional training in military and civilian institutions, 700 student years for each of fiscal years 2026 and 2027.
(4) For officer acquisition, 1,600 student years for each of fiscal years 2026 and 2027.

G, title LXXI, § 7102(b), Dec. 18, 2025, 139 Stat. 1664, provided that: “In any fiscal year in which the submission required under section 1105 of title 31, United States Code, does not include a proportional increase in the Operations and Support funding under section 4902(1)(A) of title 14, United States Code, to support the end strengths authorized under the amendments made by subsection (a) [amending this section]— “(1) the Commandant [of the Coast Guard] shall provide to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the plan of the Coast Guard to achieve growth in the Coast Guards military strength to 60,000, which shall include—“(A) proposed missions and purposes for the growth of the Coast Guard in military strength; “(B) for each fiscal year from 2027 through 2032—“(i) the additional estimated cost of salaries and all benefits, including housing, education, and medical benefits; “(ii) estimated recruiting and training resources and costs; and “(iii) estimated resources and costs required to achieve sufficient training capacity for growth in enlisted and officer corps; and “(C) an explanation for why the estimated cost in subparagraph (B) was not included in the submission required under section 1105 of title 31, United States Code; and “(2) the Commandant [of the Coast Guard] may not delegate the briefing required in paragraph (1).”
