Ingested titles 12–51 and 54 from OLRC USLM XML @119-100 (the whole Code
now, uniform edition; Title 53 is reserved/empty). LegalText 11,221 ->
59,740; repo total 105,704 records. Deterministic (byte-identical rerun,
verified on Title 42's 8,356 sections); make check green. make
legal-us-code default now covers every title.

# 48 U.S.C. § 2198 - Report on territorial debt
## Text
(a) Report required Not later than one year after June 30, 2016, and thereafter not less than once every two years, the Comptroller General of the United States shall submit to Congress a report on the public debt of each territory, including—
(1) the historical levels of each territorys public debt, current amount and composition of each territorys public debt, and future projections of each territorys public debt;
(2) the historical levels of each territorys revenue, current amount and composition of each territorys revenue, and future projections of each territorys revenue;
(3) the drivers and composition of each territorys public debt;
(4) the effect of Federal laws, mandates, rules, and regulations on each territorys public debt; and
(5) the ability of each territory to repay its 11 So in original. Probably should be “its”. public debt.
(b) Materials The government of each territory shall make available to the Comptroller General of the United States all materials necessary to carry out this section.
