Each file is OKF markdown + YAML frontmatter: fixed key order,
field-level source provenance, Atlas UUIDs for round-tripping,
deterministic paths and slugs. Converter passes the determinism
test: two runs, byte-identical tree.

data/officeholders-v2.jsonl (unchanged).
