Codification Section, Pub. L. 96–227, § 5, Apr. 3, 1980, 94 Stat. 319; Pub. L. 96–88, title V, § 509(b), Oct. 17, 1979, 93 Stat. 695, which related to governance of tribe by an Interim Council, was omitted from the Code as being of special and not general application.
