Codification Section, Pub. L. 100–420, § 5, Sept. 8, 1988, 102 Stat. 1578; Pub. L. 104–109, § 18, Feb. 12, 1996, 110 Stat. 766, which related to establishment of a band membership roll, was omitted from the Code as being of special and not general application.
