Editorial Notes

References in TextThis chapter, the first time appearing in subsec. (a)(2), was in the original “this title”, and was translated as reading “this Act” meaning Pub. L. 101566, to reflect the probable intent of Congress, because Pub. L. 101566 is not divided into titles.
