California SB 1213 (20212022) — Public Utilities Commission and State Energy Resources Conservation and Development Commission: public outreach: community-based organizations.
The California Constitution and Public Utilities Act vest the Public Utilities Commission (PUC) with regulatory authority over public utilities. Existing law establishes various committees and boards to advise the PUC on specified topics, including, among others, the Low-Income Oversight Board, and requires the PUC to work with community-based organizations to increase participation in programs for low-income customers, as specified. Existing law also establishes the State Energy Resources Conservation and Development Commission (Energy Commission) with various responsibilities with respect to developing and implementing the state's energy policies.
