Existing law dissolved redevelopment agencies and community development agencies as of February 1, 2012, and provides for the designation of successor agencies to wind down the affairs of the dissolved redevelopment agencies, subject to review by oversight boards, and to, among other things, make payments due for enforceable obligations and to perform obligations required pursuant to any enforceable obligation. In each county where more than 40 oversight boards were created, existing law requires 5 oversight boards, as specified, and their respective jurisdictions to encompass the territory located within the respective borders of the first through 5th county board of supervisors districts, as those borders existed on July 1, 2018. If a successor agency has territory located within more than one county board of supervisors' district, existing law required the county board of supervisors, no later than July 15, 2018, to determine which oversight board shall have jurisdiction over that successor agency.
