Bill VEH CD-LOAD COVERS Amends the Illinois Vehicle Code. Provides that no person shall operate a second division vehicle having a gross vehicle weight rating of 8,000 pounds or more loaded with dirt, aggregate, garbage, refuse, or other similar material on any highway, unless a cover or tarpaulin of sufficient size is attached so as to prevent any load, residue, or other material from escaping. Allows a vehicle owner to be found in violation of the provisions. Provides that any violation of the provisions shall be a petty offense and the owner or operator of the vehicle in violation shall be subject to mandatory minimum fine of $150 (rather than a fine not to exceed $250). Amends the Criminal and Traffic Assessment Act. Illinois HB 4848 (103rd) — VEH CD-LOAD COVERS
