Amends the Animal Disease Laboratories Act. Removes provisions prohibiting the Department of Agriculture from collecting diagnostic test fees and limiting its imposition of other fees. Amends the Livestock Management Facilities Act. Increases the fee for the issuance or renewal of a certified livestock manager certificate.
