Amends a provision of the Illinois Food, Drug and Cosmetic Act concerning certificates of free sale, health certificates, and shellfish certificates. Amends the Grade A Pasteurized Milk and Milk Products Act to make a change in the definition of "Grade A". Amends the Alternative Health Care Delivery Act to repeal a provision concerning authorization for alternative health care models.
