| Bill | DHFS-CHILD SUPPORT-LIENS | Amends the Determination and Enforcement of Support Responsibility of Relatives Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services may provide by rule for certification to the Department of Health and Human Services of past due support owed under a support order entered in this or any other State on behalf of resident or non-resident persons. Provides that the purpose of certification shall be to effect denial, revocation, restriction, or limitation of passports of responsible relatives owing past due support. Provides that notwithstanding any other State or local law to the contrary, a lien arises by operation of law against the real and personal property of the noncustodial parent for each installment of overdue support owed by the noncustodial parent. Makes similar changes to the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984.
