Provides that a charitable organization deemed eligible by the Secretary of State shall design decals to be affixed on plates issued to retired members of the United States Armed Forces. Provides that the decals shall designate the applicant's branch of service, theater of action, or both. Provides that the Secretary may prescribe rules governing the requirements and approval of charitable decals.
