Defines "consignment shop", "secondhand shop", and "recyclable metal shop". Amends the Recyclable Metal Purchase Registration Law. Changes the definition of "recyclable metal" to include gold, silver, platinum, or other precious metal used in jewelry, and "recyclable metal dealer" to include any business whose primary purpose is the purchase and sale of precious metals, secondhand jewelry, or items that contain precious metals.
