Bill AN ACT relating to disabled parking placards. Amend KRS 189.456 to require a county clerk to issue one accessible parking placard to an applicant at no cost; change placard renewal cycle from 2 years to 6 years; specify that placard expires in the applicant's birth month and may be renewed up to 12 months prior to expiration; establish a system for the creation of a decal to be affixed to the placard after renewal; require statement for initial permanent placard and placards issued prior to the effective date of the Act; require that a statement to obtain a placard be made on a form prescribed by the Transportation Cabinet; allow a parent or guardian of a disabled person to apply for a placard on his or her behalf; allow an organization to obtain a placard; require an initial permanent placard to be issued at no cost; establish a fee of $10 for a duplicate or replacement placard; specify that $8 of the fee be forwarded to the road fund and $2 to the county clerk; require the cabinet to promulgate administrative regulations; amend KRS 189.458 to require that an initial temporary placard be issued at no charge; establish a fee of $10 for a replacement placard; specify that $8 of the fee be forwarded to the road fund and $2 to the county clerk; amend KRS 186.042 and 186.990 to conform.
