Bill Highway Signs - As enacted, enacts the "Shadow 'Shada' Brooke Lowe Act," which authorizes DUI memorial signs for victims of accidents in which the intoxicated driver causing the accident was not convicted due to the driver dying as a result of the accident. - Amends TCA Section 54-5-1003 and Chapter 1039 of the Public Acts of 2016.
