Bill Ashland City - Subject to local approval, authorizes property owners that do not live in the city to vote in city elections; removes disability for six months as a reason for the vacancy of the office of mayor or councilman; permanently prohibits persons convicted of certain crimes from holding office; creates process for electing a council member if the council is unable to appoint one in the event of a vacancy; authorizes the city to donate or contribute funds in accordance with state law; renames the city clerk and recorder the city recorder; changes provisions related to purchasing and the sale of city property; makes other revisions to the charter. - Amends Chapter 121 of the Private Acts of 2004; as amended.
