Bill State Inmates - As enacted, creates process by which the commissioner of correction may certify as eligible for parole certain chronically debilitated or incapacitated inmates; clarifies that medical conditions for which an inmate may be granted a furlough by the commissioner of correction must be chronically debilitating or incapacitating. - Amends TCA Title 40, Chapter 28, Part 1; Title 40, Chapter 35, Part 5 and Section 41-21-227(i).
