Bill Human Services, Dept. of - As enacted, adds services to the list of purchases that may be made for use in a business enterprise program for the blind without taking bids for the purchases, advertising bids for such purchases, or complying with other state law on purchasing on behalf of state government; changes from the director of services for the blind to the commissioner of human services or the commissioner's designee, the person authorized to make such purchases; designates the purchase of software for use in inmate commissary facilities as remaining subject to state procurement practices. - Amends TCA Title 71, Chapter 4.
