Bill Environment and Conservation, Department of - As enacted, adds to the bill of rights for permit applicants under the Water Quality Control Act that permit applicants have the right to have their construction stormwater permit applications considered based on the activities described in the permit application and conditions that exist at the time the permit application is under consideration, rather than possible future conditions unrelated to the activities for which the permit is sought as identified in the application. - Amends TCA Title 68 and Title 69.
