Bill Boards and Commissions - As enacted, removes requirement that a license issued by a health related board be signed by members of the board prior to such issuance; authorizes the presiding officer to divide the board into panels to conduct contested case hearings or disciplinary matters; includes patient billing records as part of the medical and practice records that providers must make available for inspection upon the department's request; clarifies that identifying information of certain parties to a contested case hearing involving disciplinary charges filed against a provider must only be produced by the provider in response to a subpoena from a law enforcement agency. - Amends TCA Title 4; Title 63 and Title 68.
