Bill	Administrative Process Act; certain regulations for licensed providers by DMAS and DBHDS.	Requires the Department of Planning and Budget to revise and reissue its economic impact analysis on proposed regulations of any agency subject to the Administrative Process Act within the time limits set forth in the Department's review of regulations at the final stage pursuant to the Governor's executive order for executive branch review if certain conditions are present that would materially change the Department's analysis.
