Increases from five to seven the number of members on the Coal Surface Mining Reclamation Fund Advisory Board (the Board). The bill increases from three to four the number of representatives of the coal industry, removes the current member of the public without any coal industry interests, and adds two representatives of conservation interests. The bill also authorizes the Board to serve as the advisory body required by the Interstate Mining Compact (§ 45.1-271) to advise the Governor, Virginia's representative on the Interstate Mining Commission.
