Raw OLRC USLM XML zips @ release 119-100 (retrieved 2026-07-04 via Atlas depot), ingested with the standard pipeline: raw snapshot -> per-section OKF markdown -> manifest + checksums. 10 U.S.C. § 9776 - Emergency construction: fortifications
Text
If in an emergency the President considers it urgent, a temporary installation or fortification may be built on private land if the owner consents in writing.
