Raw OLRC USLM XML zips @ release 119-100 (retrieved 2026-07-04 via Atlas depot), ingested with the standard pipeline: raw snapshot -> per-section OKF markdown -> manifest + checksums. 10 U.S.C. § 8899 - Investigation before issue of certificate
Text
The Secretary of the Navy may not issue a certificate under this chapter until he satisfies himself by investigation that it is necessary.
