Deterministic (byte-identical rerun, verified on Title 42's 8,356 sections); make check green. make legal-us-code default now covers every title. (1) affects or modifies any treaty or other right of any federally recognized Indian Tribe; or
(2) modifies any provision of Federal law relating to migratory birds or to endangered or threatened species.
