Deterministic (byte-identical rerun, verified on Title 42's 8,356 sections); make check green. make legal-us-code default now covers every title. Section 5036, Pub. L. 99–440, title II, § 209, Oct. 2, 1986, 100 Stat. 1098, prohibited assistance under this chapter to certain groups.
Section 5037, Pub. L. 99–440, title II, § 210, Oct. 2, 1986, 100 Stat. 1098, authorized President to use Emergency Reserve for African Famine Relief to meet food shortages in southern Africa.
