L. 116260, § 619(b)(1), which directed substitution of “$16,000,000” for “$10,000,000”, could not be executed because “$10,000,000” did not appear in text after the amendment by Pub. L. 11692. See 2019 Amendment note below. Subsec. (b). Pub. (a) of this section, which is section 811 of the David L. Boren National Security Education Act of 1991, to reflect the probable intent of Congress. 2004—Subsecs. (b), (c). Pub. L. 108487 added subsecs. (b) and (c) and struck out heading and text of former subsec. (b).
