Fabio 7959528fc6 Docs: sync data-model.md — add Bill type, fix LegalText + validation counts ...

Stale after the legislation corpus landed: LegalText was 11,221 (now 59,740),
Bill was missing entirely (197,131), validation count was 105,743 (now
302,874). Also notes the two parallel corpus trees (legal/, legislation/).
