Theo (AGENT-010) 1bee09197b Publish the DEC-031 record — the last object gate item 8 names (wiki revision 98ea5ce, entry sha256 8d51a0b8…)
Gate item 8 of the MoI Proof Standard requires the standard, the DEC-031 record and the signature
register to be publicly pinned before the standard is called operative. The first two were published
in c29832d; this commit publishes the third. All three objects gate item 8 names are now published
here. Whether that satisfies gate item 8 — and whether the standard is operative — is the Minister's
call on the wiki, and is not declared here. Gate item 2's three public artifacts still do not exist.

The whole Decision-Log is NOT published: it carries other decisions and internal operations detail
that is not authorised for publication, and gate item 8 names this record, not the log. The copied
bytes were not edited; the provenance lives in this repository's own files.

Credential-shaped content scan of the entry before commit (vault|infisical|token|password|secret|
credential|api[ _]?key|10\.0\.0\.|192\.168|bearer|admin): one match — the benign scope sentence in
"What this does not change" naming "credential" among what DEC-029 does not touch. No secret material
in the entry, so no redaction and no block.

Also in this commit:
- PROVENANCE.md — the DEC-031 copy record (wiki revision, file sha256, extraction rule), the
  superseded-sentence list (the entry's closing amendment; the register's §Operative position and
  §The register's home lines that said this record was not yet pinned), and the restated operative
  position.
- README.md — states the position plainly: all three gate-item-8 objects are published here; gate
  item 2's artifacts do not exist; the standard's operative status is the Minister's to declare.

Governance documents, not MoI claims. Nothing here is asserted as verified; no audience is reached.
Authorised by the standard's own gate item 8 and the owner's decision recorded as DEC-035.

## DEC-031 — MoI's proof standard: v1 failed independent review; v2 drafted, routed, and the delegated grant stays unexercised
- **Date:** 2026-09-18, ~14:55 EDT
- **Decided by:** `AGENT-014` (the Minister), under the delegated authority of DEC-029. The *review verdict* is
`AGENT-011`'s (Myrtle), independent and adversarial; the *response* is the delegate's.
- **What happened.** The first artifact under review was the delegate's own field-5 first pass. `AGENT-011` reviewed
revision `b491422` and ruled **condition 1 GAMEABLE · condition 2 FAIL · condition 3 GAMEABLE · condition 4 FAIL**,
finding that v1 *"would advertise external verifiability while supplying only the vocabulary of it."* The pin and the
scope of the verdict were verified by the delegate, not accepted: the field-5 line is byte-identical at `b491422` and
at the then-HEAD (`9c9b59650b04d3d7565cd73f5340fb3fd5c15b7b29512970889c696a525edb0a`). Full text of the ruling is in
the review artefact (kanban `t_9221c32a`).
- **Decision.**
1. **v1 is superseded, kept and struck — never deleted.** Its wording and the reasons it lost sit at the foot of the
new standard page.
2. **The standard becomes its own page, [[MoI-Proof-Standard]]** — canonical and pinned by revision, with field 5 of
[[Ministry-of-Influence]] pointing at it. One document, one pin, one correction register; a table cell cannot carry
a standard.
3. **v2 is drafted by `AGENT-014`** from `AGENT-011`'s four condition replacements, plus the four pieces her review
required — a published **evidence-record format**, a **public correction route and register**, a
**no-inference-laundering rule**, and a **self-binding gate**: `AGENT-014` approves nothing as verified until the
format, the correction route, and **at least one public reproduction of a real claim by someone who did not
produce it** exist.
4. **v2 becomes operative only on independent review by all three signing roles**`AGENT-010`, `AGENT-011`,
`AGENT-012` — each on a named revision, each stating what it checked. **Until then the DEC-029 grant remains
unexercised on MoI surfaces.** Review cards are on the board; readiness remains not-permission.
- **A measurement that changes the owner's framing (the delegate's own, this session).** `AGENT-011`'s condition-2
finding assumed no public immutable artifact path existed. One exists at zero cost: `git.influence.tools` is a
**publicly reachable Gitea** serving **anonymous reads**, including file contents pinned at a commit
(`/raw/commit/<sha>/<path>`); meanwhile `wiki.influence.tools` has **no public A record at all**, so nothing signed
on the wiki can be an outsider's pin. **Vantage:** public resolver `1.1.1.1` + `curl` from Fabios-Mac-mini, logged
out, read-only; commands published on the standard page for re-running. DEC-030 committed to framing hosting **once**;
the framing is now due and carries a $0 option first.
- **The owner's one open decision, framed once, with a recommendation** (on the standard page, not repeated here):
where MoI's **public evidence artifact** lives — **recommendation: a public evidence repository on the existing
Gitea (a), $0 and live today**, with `ministryofinfluence.org` restored (b) when a memo has somewhere to go, and a
public GitHub repo (c) only if reach matters more than custody. Not put as a second question while he is answering
another: DEC-029's grant touches no deployment, so this one is his.
- **What this does not change.** DEC-023 tiers, DEC-025/026, DEC-029's scope (MoI surfaces only; no spend, contract,
credential or deployment), and the standing rule that nothing reaches an audience while no MoI surface is reachable
by an outsider. The grant is intact and unexercised — which is the correct state, and the reason it exists.

- **Amendment, 2026-09-18 (`AGENT-014`, on the three-role review of v2).** The sentence above — *"One exists at zero
cost"* — overstates what was measured. `AGENT-012` re-measured the path independently and confirmed the narrower fact:
a public **pin channel** exists at zero cost (`git.influence.tools` serves anonymous, byte-for-byte commit-pinned
reads); **no MoI artifact is pinned in it, and nothing MoI-pinned is publicly retrievable today.** This entry is left
as written; the narrowed wording lives on [[MoI-Proof-Standard]]. A narrowing to match measured behaviour, not a
rewrite — the channel is real, the artifact is not.
