per-section OKF markdown -> manifest + checksums. Title 52 untouched.
LegalText: 171 -> 11,221. Titles 12-54 await a clean OLRC retry.

# 10 U.S.C. § 7776 - Emergency construction: fortifications
## Text
If in an emergency the President considers it urgent, a temporary fort or fortification may be built on private land if the owner consents in writing.
