Deterministic (byte-identical rerun, verified on Title 42's 8,356 sections); make check green. make legal-us-code default now covers every title. # 39 U.S.C. § 5605 - Contracts for transportation of mail by vessel

The Postal Service may contract for the transportation of mail by vessel without advertising for bids.
