Existing law prohibits any person from driving a vehicle at a speed greater than the speed limit. Existing law generally sets forth prima facie speed limits, unless changed or otherwise authorized by law. Existing law permits local authorities to set prima facie speed limits on the basis of an engineering and traffic survey, as defined, if the different speed limit is necessary to facilitate the orderly movement of traffic and is reasonable and safe.
