Amends the Freedom of Information Act. Provides that the exemption from inspection and copying of defense budgets and petitions for certification of compensation and expenses for court appointed trial counsel as provided under the Capital Crimes Litigation Act applies only until the conclusion of the trial of the case and not until conclusion of the appeal.
