Prohibits campaign moneys and public moneys from being used to make payments in connection with nondisclosure agreement relating to workplace harassment. Declares void and unenforceable any nondisclosure agreement entered into with use of prohibited moneys. Establishes civil penalty for using prohibited moneys to make payments in connection with nondisclosure agreement of up to two times amount of penalty provision for violating nondisclosure agreement that is contained within nondisclosure agreement.
