Enhanced Nutrient Removal Certainty Program; Fredericksburg wastewater treatment facility. Adds the Fredericksburg wastewater treatment facility to the list of priority projects for the Enhanced Nutrient Removal Certainty Program. The bill provides that the new nutrient technology requirements applicable to the Fredericksburg wastewater treatment facility shall take effect when the expanded facility receives its certificate to operate. This bill is identical to HB 1067.
