Baccalaureate public institutions of higher education; livestreaming, recording, and archiving of boards of visitors meetings; closed sessions; guidelines. Establishes several requirements, subject to a reenactment clause, relating to public access to meetings of the governing boards of baccalaureate public institutions of higher education.
