per-section OKF markdown -> manifest + checksums. Title 52 untouched.
LegalText: 171 -> 11,221. Titles 12-54 await a clean OLRC retry.

Statutory Notes and Related Subsidiaries
Annual Reports for Calendar Years Beginning After Dec. 31, 1972Pub. L. 93443, title II, § 209(a)(2), Oct. 15, 1974, 88 Stat. 1287, provided that notwithstanding a provision of the Federal Election Campaign Act of 1971 requiring an annual report, no such annual report was required with respect to any calendar year beginning after December 31, 1972.
