II, § 201(n), Nov. 14, 1967, 81 Stat. 457, provided for the giving of certification of recipients’ capabilities to utilize defense articles effectively and for the making of a report to the Speaker of the House and the Senate’s Foreign Relations and Appropriations Committees whenever articles are furnished without such certification.
