Codification Section 2677, Pub. L. 88–164, title I, § 137, as added Pub. L. 91–517, title I, § 101(b), Oct. 30, 1970, 84 Stat. 1323, which related to payments to States for planning, administration, and services, was transferred to former section 6064 of this title. A prior section 2677, Pub. L. 88–164, title I, § 137, Oct. 31, 1963, 77 Stat. 289; Pub. L. 90–170, § 3(b), Dec. 4, 1967, 81 Stat. 528, prohibited duplication of grants for the construction of any facility for the mentally retarded under the Public Health Service Act. See section 201 et seq. of this title. Section 2677a, Pub. L. 88–164, title I, § 138, as added Pub. L. 91–517, title I, § 101(b), Oct. 30, 1970, 84 Stat. 1323, which related to withholding of payments for planning, administration, and services, was transferred to former section 6065 of this title. Section 2677b, Pub. L. 88–164, title I, § 139, as added Pub. L. 91–517, title I, § 101(b), Oct. 30, 1970, 84 Stat. 1323, which related to promulgation of regulations, was transferred to former section 6008 of this title. Section 2677c, Pub. L. 88–164, title I, § 140, as added Pub. L. 91–517, title I, § 101(b), Oct. 30, 1970, 84 Stat. 1324, which related to nonduplication of payments, was transferred to former section 6066 of this title.
