Deterministic (byte-identical rerun, verified on Title 42's 8,356 sections); make check green. make legal-us-code default now covers every title. # 49 U.S.C. § 20144 - Blue signal protection for on-track vehicles

## Text

||
The Secretary of Transportation shall prescribe regulations applying blue signal protection to on-track vehicles where rest is provided.
|
||
