# California ACA 20 (20252026) — A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Sections 20 and 22 of Article XVI thereof, relating to state finance.

(1) The California Constitution establishes the Budget Stabilization Account and requires the Controller to transfer from the General Fund to the account, no later than October 1 of each fiscal year, a sum equal to 1.5% of the estimated amount of General Fund revenues for that fiscal year.
